2026 Project Story: Brazil Milagre East

November 6, 2025

The largest country in South America, Brazil continues to face big social and economic challenges: in 2023 the proportion of people living below the poverty line was 27.4%, which is about 59 million people1. Inflation continues to rise and in April 2025, consumer prices rose to about 5.53% year-on-year basis2, which greatly affects low-income families struggling to afford basic things. Food insecurity remains an issue among young children where approximately 32.5% experienced moderate food poverty and about 6.0% severe food poverty and the biggest indicator for this was the lack of education from the child’s parents3. Access to social services is limited, especially for vulnerable groups like children, the elderly, and people with disabilities. The lack of real support continues the cycles of poverty and limits opportunities for improvement.

The Para region, which is a state that is famous for its large section of the Amazon rainforest and numerous rivers, including the Amazon River itself, faces many social challenges. Nearly 46% of the population was living below the poverty line as of 2017 in the Para region, earning less than $75 per month4. These families don’t have resources for essential services, and the most vulnerable groups often go without the necessary aid. The neighborhoods on the outskirts of the cities around the Para regions are particularly affected by food insecurity, limited healthcare access, and bad social support networks5. The lack of centralized social assistance centers leaves the people without real opportunities to try and break their lifelong challenges.

To address these needs, HXP Builders will partner with the Social Assistance Reference Center (CRAS) to make improvements, such as a playground and pool area, to a comprehensive social assistance center in the Para region designed to support vulnerable families throughout the community. The center will provide services such as food distribution, health screenings, counseling, and workshops focused on nutrition, hygiene, and family well-being. This space will serve children, elderly people, and other at-risk groups. This center will improve access to essential resources, improve social inclusion, and help families to have more opportunities to break the cycle of poverty.
